I agree with Ingrid's suggestion also. Inside the card make a special note regarding hosting a dinner, cookout or whatever for them to attend at a mutually agreeable time in their honor.

Thanks for all the replies.
I am sticking to their wishes and not giving them a gift. I am going to send them an edible arrangement next week and will set a date for dinner or BBQ here.
It's a beautiful day for a wedding.

I go with No Gift.
It's what they've requested and what should be honored.

Worst case, go with Tom's suggestion and get them a puppy.

I agree. I would always give a card with either a bottle of wine, champagne, etc. Or with a gift card toward a dinner.
