I imagine the government feels that tourists don't want to come someplace and face restrictions similar to being home. And so they would rather keep the tourists coming now, and not worry as much about later.

discussed in more detail here where psychologists gave children aged 3 to 5 a choice of having one marshmallow now, or waiting for a few minutes (unsupervised) to get two marshmallows. This is a test of maturity, of patience and delayed gratification.
The government of Aruba is clearly a "one marshmallow now" group.

I believe (and that's all it is, there has been no official announcement) that the pre-test (or on-arrival test) of all incoming visitors is considered sufficient. Many other countries, rather than completely halting UK flights, have instead implemented pre-testing requirements, so Aruba may feel it's ok to just carry on with its existing policy.
