The following was posted on Aruba.com. I don't recall seeing what is the criteria they use.

The Government of Aruba together with the Department of Public Health continuously monitors the situation based on a range of factors and epidemiological indicators to assess risk levels. As per September 24 2020 changes will be made to the testing requirements for specific states to ensure safeguards are in line with the latest circumstances.

To increase safety measures for the health and wellbeing of travelers and our locals, visitors from the United States residing in below states will require additional testing. See the COVID-19 Testing Requirements page for the exact details for your state.

Arizona
Arkansas
Florida
Iowa
Kansas
Kentucky*
Louisiana
Maryland*
Minnesota*
Missouri*
Montana*
Nebraska*
North Carolina
North Dakota*
Oklahoma
Pennsylvania*
South Carolina
South Dakota
Tennessee
Utah
Virginia*
Wisconsin
Wyoming
States marked with an asterisk* will go into effect on September 24th.

We recognize this causes an extra step for those wanting to travel, however, these are necessary safeguards designed to keep Aruba safe and free of health risks.

Per September 24th, the following states have been removed from this list:

Alabama
California
Colorado
Georgia
Idaho
Mississippi
Nevada
Ohio

Meanwhile, on the subject of Covid cases per 1000, Aruba has almost completely closed the very wide gap that existed between 3rd and 4th position in the world. Within the next 48 hours I expect Aruba will be in 3rd place worldwide for Covid-19 cases per capita.

Sadly, at this point for Aruba to be talking about hotspots is a bit of the pot calling the kettle.....

Go to aruba.com. The requirements are spelled out what to do for testing depending on the state you live in. It also has the complete guidelines for all things Covid. You are much better off going to the website than relying on anyone's interpretation of the guidelines.

I don’t really understand what the website is saying. Is the new change for Pennsylvania mean that if I get a PCR test before I leave Pennsylvania 72 hours before my flight then I don’t need to retest when I land in Aruba

At the end of the regs, there's an e:mail address regarding any questions. I've seen way too much incorrect information being given out on various Aruba Facebook sites. support@aruba.com

How about just getting the required test and call it a day.

Love all my fellow BB'ers but I would never depend on their opinions.

Can't get to Aruba and say "what do you mean people on the Aruba BB told me it was OK".

I wouldn't be jumping up and down too fast Joey . Montreal is getting cold weather and cases are now spiking big time . Mandatory masks restricted travel and all other precautions they are doing won't do all that much once the cold weather comes .

More like jumping jacks. We taught Covid to be afraid of New Yorkers as you all should be.
