Expansion Needed To Alleviate Aruba's Growing Traffic Pain

August 9th 2011, Aruba.

Proposed fly-over to new to develop free zone in Barcadera

ORANJESTAD-The execution of the master plan Green Corridor is approved in Parliament with 15
votes in favor and 5 votes against. The Green Corridor will be Aruba's biggest infrastructural
project to date. It calls for the expansion of the existing highway between San Nicolas and
Oranjestad from one lane either way to two lanes either way.

The Green Corridor will improve the traffic flow between the island's two biggest towns,
lowering commute time and improving accessibility to the island's new to develop free
zone area in Barcadera and resort area in Seroe Colorado (east of San Nicolas).

The Green Corridor includes the expansion of the existing 8km highway from the airport until
Savaneta from two to four lanes. As the expanded highway enters Savaneta it will split into
2 two lane highways. One highway will enter San Nicolas from the south and the second
highway entering San Nicolas from the north.

The expanded highway will include a major traffic circle and fly-over as exit towards and from
Barcadera free zone. In addition a new bridge will be constructed replacing the existing bridge at
Spanish Lagoon.

The government will give priority to the maintenance and preservation of the island's environment.
Alongside the highway bike paths will be constructed for recreational use, trees will be planted,
traffic sings will be placed, and the highway will be illuminated by alternative energy as source.

The entire master plan has an estimated cost of US$ 170 million. The government will pay off the
project with US$ 9 million per year. The Minister of Infrastructure has assured that there will be
no toll collected to use the highway. Majority of the capital will come from taxes. The government
is in the final stages to have the documents ready to have the project started in the first half of
